Elon Musk started his tech journey in 1995 with an online city guide he created with his brother named Zip2. He believed in himself and dropped out of his PhD program with only $28,000 to shape his entire future. Now a billionaire entrepreneur, Elon Musk is the founder and CEO of tech giants like SpaceX, X Corp, Tesla and many more. From uncertain decisions to creating one of the only private space exploration associations, Musk climbed the stairs of success with his hard work and over-the-top vision.
Elon Musk has always been a visionary person with out-of-the-box ideas to shape the future and technology with his ideas. Space Exploration Technologies Corp commonly known as SpaceX was founded on 14 March 2002 and has contributed to many of the greatest space explorations. Giving wings to his vision, Musk started SpaceX with a dream to make space explorations affordable and pave the way for creating sustainable colonies on Mars (SpaceX, 2024).
SpaceX has a rocket launch facility named Starbase in Texas. It is an industrial complex that works on the testing and production of SpaceX’s space vehicles. In 2021, Elon Musk teased with a tweet stating, “Creating the city of Starbase, Texas.” With no further details and attention to the matter, Finally, on 12 December 20204, SpaceX officially filed a Request with Cameroon Country authorities to have the area be incorporated as a new city, named Starbase in Texas.
On December 13, 2024, Musk posted online a letter of official petition to request an election to see if Starbase will be incorporated as a city. He posted, ‘SpaceX HQ will now officially be in the city of Starbase!’ (X.com, 2024)
Elon Musk is ready to turn Starbase, a launch site for spacecraft into the latest city in Cameron County. Starbase is currently located in Boca Chica Beach, Texas.
Elon Musk does not see Starbase as a city itself. He has a vision behind his creations and wants to make Starbase a hub of the latest technologies and scientific advancements. Particularly revolving around starship spacecraft, Starbase focuses on innovation and a sustainable future. Space X has boosted the economy of Brownsville and Cameron County by creating hundreds of jobs and stimulating local businesses and real estate (Texas, 2024). It has also partnered with local schools and educational institutes to aim to develop STEM education for the people.
Kathryn Lueders, general manager at Starbase suggested, ‘To rapidly developing starship we need workforce growth, for that ability to grow Starbase as a community is required.’
The Starbase facility is a location for rocket launches to test the capabilities of the spacecraft made by the company. With at least 25 launches planned for the coming year, SpaceX plays a very crucial part in the success of the association (Texas, 2024). His project will attract more engineers, scientists, and entrepreneurs leading to wide collaboration in enhancing space explorations.

Starbase is an important hub for the development of reusable launch vehicles which is working on revolutionizing space travel. According to (Space and Defence, 2024) Starbase in the Rio Grande Valley has 3400+ employees working full-time on the site. With billions invested in the site, the corporation aims to generate hundreds of millions in income and taxes for the government. The yearly market value of starbase is noted to be around $6.5 billion in economic terms. There are almost 21,500 indirect jobs created for the community by the launch site (County, 2024)
Musk has worked his way through many tough obstacles and has been one of the only private companies to launch successful space missions. SpaceX has been chosen by NASA to deliver cargo, experiments and other supplies to Gateway. (NASA, 2024)
As the development of the starship program increases, there is also an increase in the effects of the work in the local environment. Both positive and negative aspects are generated with every development and it has gathered a lot of attention from the local government, environmentalists and local agencies.
Positive Impacts
Starbase has significantly changed the growth rate of the area. Providing jobs to the community people starbase created positions in construction, engineering, operations and IT sectors.
The local area has turned into a great investment opportunity for infrastructure, real estate and local businesses to broaden the economy of the Rio Grande Valley. It is estimated that the economic impact of tourism in Starbase will be around $99 million for the year 2025 (County, 2024).
Starbase has contributed to advancing aerospace technology for many future explorations. The company has significantly reduced the waste generation in the starbase and adopted green technologies to minimize the harm during operations.
Negative Impacts
Boca Chica is a part of a diverse economy that has a wildlife refuge. Expansion of Starbase and increased testing has significantly disrupted the local wildlife habitats, especially rare Kemp’s ridley sea turtle and many migratory birds (DefendersofWildlife, 2024).
The Environmental Defense Fund quoted that. “Starbase poses a serious threat to the region’s delicate ecosystem, particularly for endangered species” With the influx of workers and visitors, Local infrastructure will be under stress and natural resources may be polluted. Traffic congestion will increase if Starbase turns into a city, putting more pressure on the local ecosystem.
Starbase residents submitted their petition to call an election to make sure the changes will be based on the public polls. SpaceX employees themselves have shown their support for the Starbase application as the corporation has directly contributed to the development of their community and area. (Bureau, 2024)
Robert Greer, a professor at the Bush School of Government and Public Services in Texas stated, "If you create your city and it’s a relatively small area now, you have kind of control over that area.”
Since Starbase was established in South Texas, it has seen a face developmental pace. Though criticized by locals for challenging their natural resources, the organisation has highly contributed to the development of rural areas. Making the area a hub for industries and technological activities, a broader scope of this urbanization has economically boosted the area.
After 2014 when Dr. Fredrick Jenet led the innovation in south Texas and selected Brownsville (Starbase) as the center for all the launch facilities, the area saw significant advancements in space science technology.
“I still get goose bumps when I see those rockets launching,” said the chief executive of Brownsville’s economic development arm. The space organisation has attracted thousands of jobs and billions of dollars in revenue for the area making it bloom with many opportunities for a better future for the industry and the region.
SpaceX invested around $3 Billion on the infrastructure of Starbase and it paid back with its annual gross economic market value of $6.5 Billion. Over 16,500 official visitors last visited the base to experience the launch of the Single starship that only drew 20,000+ tourists in the year 2023 (County, 2024)
The concept of Starbase turning into a City was briefly hinted at by Elon Musk in 2021 when he posted on social media stating. “Creating the city of Starbase, Texas” He declared that there is relocation for both SpaceX and X’s headquarters in the city of Texas.
Musk has always clashed with local regulators and also decided to sue SpaceX to sue the California Coastal Commission for their criticism of his views on SpaceX flights.
Local non-profit group sued SpaceX for dumping polluted water into the nearby bay. But Elon Musk responded and said a report has been made which shows no environmental risks are there, calling the lawsuit, “frivolous.” Claiming the environmental regulations and mitigations serve a great purpose in the company and Starbase served as a host for various protected species for nearly 10 years (SpaceX, 2024b).
For this official request, the top elected official for the County, Judge Eddie Trevino Jr, stated “Our legal and elections administration will review the petition, see whether or not it complied with all of the statutory requirements and then we'll go from there.”
Elon Musk also sued the California Coastal Commission as they were not ready to increase the number of launches in the state. Musk stated that, ‘I have done more for sustainable energy and helping the environment than anyone ever’ (X, 2024)
Elon Musk wants to turn Boca Chica into “a gateway to Mars” as stated by Kathryn Lueders, the general manager of Starbase. Musk announced that this move from California to Texas is in response to a Californian law that stops teachers from notifying parents if a child changes their gender identity at school. (Carter, 2024)
He stated, ‘I made it clear to Governor Newsom a year ago about the laws and how it will force families and their children to leave California for their protection’ (Science X, 2024).
Musk is ready to cross all extents to make his vision come true. He stated that we can’t expect an engineer to make every single part of a machine handmade if we want to achieve something great, it is important to make machines that make machines to reasonably achieve our goals. In December of 2024, Musk filed an official request to turn Starbase into a city with its own legislation. Earlier this year when he announced that his company X and SpaceX will have its Headquarters shifted, the residents of an area known as Starbase filed a petition against it marking their concerns for the depletion that these changes will cause to the environment.
Musk had a few plans in his mind that made him view this decision. Some of these decisions are:
SpaceX made their starbase facility in Boca Chica beach in Texas and this facility has significantly boosted the space exploration technology for the corporation. It is the main production site for the SpaceX starship program and is also used for testing space crafts. (Mountbonnel info, 2024)
The starbase facility has transformed the village of Texas into a hub for aerospace advancements for the future. SpaceX chose the Texas beach for its base because it has a perfect strategic location and perfect conditions for rocket launches. It would have helped the corporation to fuel its space explorations and enhance its space leap much more comfortably.
Boca Chica became the center for the growth of technology and space exploration. The influx of people for jobs and tourism turned the capital of the city and revitalised the community. People flock in to witness the great rocket launches and attract economic boosts for the area. Elon Musk has substantial investments in the area for creating launch pads, production buildings, and testing the rockets which attract businesses to the area.
SpaceX’s starbase is a proud investment in the area of aerospace expansions and it conveys hopes that the novelty of a spaceport would draw new visitors and residents to the city (Olson et al.)
Since Texas is a land free from government regulation on business and there are no taxes, corporations find it very easy to work there. With the growing discrepancies of Musk with the state of California, Texas was his new choice to flourish his future workings. Lately, the community has shown their resistance as the company is privately owned their accountability is concerned to be less and it has created a conflict of interest for the locals to support or resist the changes.
Gunnar Milburn, SpaceX’s security manager is expected to be the first mayor of Starbase. (Bureau, 2024a) Musk has proposed the idea for the municipality to be located near SpaceX’s rocket launch facility with other services. Police and fire departments are potentially to set their laws for the city. Musk is also suspected to be in search of housing options for its residents near Austin, where all his companies are hoping to expand.
There is also the construction of a star facility which is in hopes of producing and launching multiple starships every week. This aims to employ more than 1800 employees and generate an economy for the area. (SpaceX, 2024b)
Starbase employees are also going to be involved in local events and helping the local area by conducting community events and educational outreach to make the future a better place for humanity.
SpaceX journey was filled with ambitions and hopes to break through with the idea of space travel. Starbase was always a pivotal location for fueling the launches executed by the corporation. It is world’s first commercial spaceports designed especially for orbital mission by SpaceX. With billions invested in the area of South Texas, Musk has not only shaped his vision but economically boosted the community. His dreams of turning Starbase into an actual city in Cameron County might sound vigilant to many people. For SpaceX, it could mean unlimited control over space explorations and a significant impact on the locality and its business.
Musk wants to travel the journey from Mars and beyond and Starbase contributes highly to this ambition. Starbase has seen many successful future-altering space explorations and it is already planning 25 more space explorations for the year 2025. Though this decision comes with a great liability for environmental concerns and depletion of local resources, Musk is all set to march through all and make his plans work with his commitment to turning visions into reality.
